But the idea is a divisive one, stirring impassioned debates and concerns about the ways varying approaches could harm sex workers. While prostitution is a crime in most places, there are notable exceptions and variations. The Swedish or Nordic model takes aim at the demand, making it illegal to buy sexual services but not to sell it.
Until earlier this month, Rhode Island was the only place in the country where prostitution was legal across an entire state — because of an unintended loophole in the law. But the move to close that loophole is fueling concerns that victims of the sex trade are being put at even more risk. Back inthe Rhode Island General Assembly passed a law meant to speed the prosecution of streetwalkers.

They spread like wallpaper over the front door of a spa near a bus stop on North Main Street, in plain view of the waiting riders. At another spa on Admiral Street, police stickers decorate the plexiglass receptionist window, along with logos noting that the spa accepts all major credit cards. Representatives of the police organizations expressed surprise and dismay about the stickers and vowed to make sure that fundraisers for their organizations avoid contacting these spas in the future.

The spas are well known and largely untouchable by police and prosecutors because state law permits prostitution so long as it takes place discreetly, outside public view. In Nevada, the practice is permitted only in certain counties. Legislators have repeatedly proposed banning all prostitution in the state, without success.
Many residents are not even aware that while street prostitution is illegal in Rhode Island the selling of sex is legal behind closed doors. And in several of these parlors, women from Asian and Latin American countries are literally enslaved and coerced into performing sexual acts for a fee under the guise of working as masseuses. Some parlors and spas have been raided many times by police.
